Starting in January 2009 the California Air Resources Board (CARB) began enforcing compliance with Phase 1 of the Airborne Toxic Control Measure (ATCM 93120) to control formaldehyde emissions from composite wood products. Compliance requires certification by a CARB-approved third party certifier (TPC). The regulation applies to the following materials:

  • Hardwood Plywood (Veneer or Composite core)
  • Particleboard
  • Medium Density Fiberboard

While focused on primary producers of composite wood panels, CARB’s formaldehyde limits also affect fabricators, importers, distributors and retailers who produce, supply, use or sell in California products made from these materials. Furniture, shelving, flooring, paneling, molding and picture frames are examples of products covered under the regulation. All parties in the supply chain are liable and could face fines
for non–compliance.
