US Food Import Services
With the exception of most meat and poultry, all imported food is subject to examination by FDA when it is imported or offered for import into the United States.

Pesticide Residue Testing
The United States Environmental Protection Agency sets tolerances (legal allowable limits) for 371 pesticides. FDA and USDA inspectors monitor food in interstate commerce to ensure that these limits are not exceeded. FDA has increased pesticide surveillance in recent years, so inspection for some commodities has dramatically increased.

Detention without Examination (DWE) (Formerly FDA Automatic Detention)
When illegal agricultural residues are found by FDA inspectors, that shipment of the commodity is refused entry and the exporter is placed on “Detention without Examination,” also known as FDA Detention or automatic Detention.
Every new shipment from that exporter must then be analyzed by a private laboratory for the same illegal pesticide. If a shipment is found to contain pesticide residues below the established Level of Quantification (LOQ), FDA will allow it to be released.
After 5 clean shipments the exporter may petition to be removed from automatic detention.
FDA Import Pretest
SCS offers a targeted pesticide residue screen—identical to the testing used by the FDA in its import testing program—which can be performed in advance to help ensure that you and your suppliers do not become listed by FDA.
